A user has sent me a private message but when I click on their profile, there is no message button. The user has been a member for a matter of hours, if that makes a difference. He may think I am being deliberately unresponsive.

Sometimes users may trigger a spam filter (e.g. by writing lots of identical messages or comments). The account is then automatically deactivated and we need to check if it's really a spammer. In this case, it doesn't seem to be one.
